進出口貨物收據、發貨人或其代理人，在進出口貨物時，在海關規定的期限內，按照海關規定的格式填寫進出口貨物報關單，隨行由相關貨運、商業文件，同時，它提供貨物進出口審批文件，並向海關申報。海關申報的主要文件如下：
進口貨物申報表：一般情況下，填寫兩份。報關單應準確、完整、書寫清晰，不能用鉛筆;在海關申報的各個部分，海關規定有統計代碼，關稅代碼和稅率，海關申報將用紅筆填寫;每個報關單限填報四項貨物;如果發現有任何需要變更的情況或其他情況，變更單應及時提交海關。
出口貨物申報表：一般填寫兩份。填單請求與進口貨物申報基本相同。如果信息不正確或需要更改且內容未及時更改，報關單後，發生退關情況，報關單位應在三日內到海關辦理更正手續。
